Approval of 2006 State Meeting functionaries

4. BACKGROUND:
While there seems to be no firm precedent or requirement for approving positions of the primary functionaries for our state meeting, it still seems like a good idea. So, here it is.

Prevents any misunderstanding or lack of help at the meeting.
Con:
Closes door on other volunteers later.
