2. PROPOSAL SUBJECT:
Add 3 additional Greens as delegates to the 2004 GPUS National Convention

3. FULL PROPOSAL:
This proposal requests the Council add Joel Heyman, Hollie Kopp, and Sarah Wyscaver to the list of authorized delegates for the 2004 GPUS National Convention.

4. BACKGROUND:
Since the State Meeting, Joel Heyman, Hollie Kopp, and Sarah Wyscaver have determined they will be traveling to the GPUS convention in support of the Kinsey campaign.

I have confirmed with John St. Denis (Co-Chair of CredCom) that as long as the GPCO has a method to confirm delegates, we can still add them to our delegation.

The GPCO currently has 11 delegates / alternates, and we have been allotted 22.

5. JUSTIFICATION/GOALS:
We currently have 11 total delegates and alternates. Though 1:1 proxy voting most likely will be in effect, having only 11 delegates means every delegate must be present 100% of the time. By adding these 3 delegates, the GPCO delegation will have some flexibility in their participation at votes.

Adding these 3 Greens, who will be traveling to the convention no matter what, will re-enforce their commitment to the GPCO.

Review of Statues / Bylaws / Procedures:

Colorado Statue 1-4-1301 (1-c) empowers Minor Political parties to select delegates for assemblies and conventions per their bylaws, but the GPCO Bylaws do not cover how these delegates are selected. The GPCO Bylaws do thru 4.2.3 cede to the Council the right to “decide on issues needing expedient attention between state meetings”. Also, the GPCO “Procedures and Guidelines” do not address the selection of delegates.

Therefore, because of the deadline of June 23rd, 2004 (”needing expedient attention”) the Council can address this proposal.

6. PROS AND CONS:
Benefits: Minimally, the GPCO will be better represented at the 2004 GPUS National Convention.
Drawbacks: None.

7. Alternatives to the proposal
The alternative is to not add them.
