2. Title: Creation of a Candidate Contribution Fund

3. Text of the actual Proposal:

4.7 (new section) GPCO monies will be divided into a General Fund and a
Candidate Fund with Candidate Funds being only used to finance campaigns for
office.

4.7.1 Any contributions not designated as “Campaign Fund” will go to the
General Fund.
4.7.2 Any contributions designated as “Campaign Fund” will go into the
Campaign Fund.
4.7.3 The accounting for these two funds will be done by the Treasurer as
he/she sees fit as long as there is no commingling of the two funds.
4.7.4 All processes of contribution will have some means of designating the
choice of Funds to which the contributor wishes.
4.7.5 All disbursement from both funds will be done with Council approval.

4. Background: Presently all moneys received by the GPCO go into the general
fund unless they are reserved for some special purpose. Some contributors
prefer to donate only for electing candidates.

5. Justification/Goals: This change allows those donors who do not want to
participate in activist events to “opt out”. Hopefully this will increase
donor participation.

6. Pros: Allowing donors to designate where their money goes gives more
rights to donors.

Cons: May cause less money to be available in the General Fund.

7. Alternatives to the proposal: Keeping donation designations as they are
now. Offering even more choices. Dividing the GPCO into two organizations
with separate charters.
