GPCO Legislative Committee Page

This page is to present the current activities of the GPCO Legislative Committee. The committee was active on many bills in 2005. Registered Greens are welcome to suggest bills for committee action and propose positions for the committee to consider.


2006 Ballot Issues thus far:

Support Amendment 41, Standards of Conduct in Government. This was presented as proposal 006-06.

Support Referendum I, Domestic Partnerships. This was presented as proposal 004-06. Passed by the GPCO.

Oppose both Initiative 39 & Referendum J, School District Spending Requirements.
This was presented as proposal 005-06. Passed by the GPCO.


On January 30, 2005, the Colorado State Green Party Legislative Committee approved a proposal supporting Colorado House Bill 1079 about Public Knowledge of Rocky Flats. On February 5, the Colorado Green Party State Council confirmed the support of the legislative bill with a unanimously positive vote.

The proposal can be viewed at Proposal 002-05. The process of accessing the bill is in the proposal.

The Legislative Committee members are Art Goodtimes (San Miguel County); Kent Holcomb(Jefferson County); Brad Klafehn (Denver County); Hollie Kopp (Poudre Valley); Bruce McNaughton (Denver County); Tanya Ishikawa, (Jefferson County).

Bill summary

Specifies that the pledge of allegiance shall be recited each school day by elementary and secondary students.

Oppose, in it’s original form

Passed with amendments

As passed (with amendments) this is a better Statute than the earlier Statute, which forced kids to recite the pledge. Now they can chose to not recite it. This is good.

Propose the GPOC support this bill, it ties with in 04-1184 as well. My recommendation would be to implement it earlier (2005).

Concerning measures to reduce energy bills through utility energy conservation programs.

The GPOC should support this; it ties in with 04-1183 as well. My recommendation would be to implement it with a larger reduction (1% vs. 5%) per year and not stop at the year 2020. It's a step in the right direction

Propose the GPOC support this bill only if , they eliminate (section L, I to III) This cost should be paid for by the water supplier and the people using the water.

Concerning the expansion of employment discrimination protections.

Bill summary

Adds sexual orientation and gender variance to the list of characteristics for which a person may not be discriminated against under state law.

02/04/2004 Senate Committee on Judiciary Postpone Indefinitely


We purpose the GPOC support this bill. I believe this bill supports Green Party Principals of respect for diversity, social justice and nonviolence. My recommendation is to work with other organizations and/or Veiga to get this bill or a similar one passed in the future
